CARROLL COUNTY GRAND JURY RETURNS INDICTMENTS

A CARROLL COUNTY GRAND JURY HAS RETURNED INDICTMENTS IN SEVERAL HIGH PROFILE CASES IN CARROLL COUNTY.

33-YEAR-OLD JUSTIN ROY OF ODINA DRIVE IN ALBANY – WHO ALLEGEDLY BEAT A 2-YEAR-OLD BOY SO SEVERELY LATE LAST YEAR IT CAUSED LIFE THREATENING INJURIES TO THE CHILD – IS CHARGED WITH 14 COUNTS – 10 OF THEM FELONIES – IN CONNECTION WITH THE CASE.

ROY WAS ARRESTED EARLIER THIS MONTH (APRIL, 2012) AFTER A JOINT INVESTIGATION BY THE CARROLL COUNTY SHERIFF’S OFFICE AND NEW HAMPSHIRE STATE POLICE INTO THE DECEMBER 19TH (2011) INCIDENT.

THE CHILD WAS TRANSFERRED TO MAINE MEDICAL CENTER IN PORTLAND FOR TREATMENT BUT HAS SINCE BEEN RELEASED.

ROY ALLEGEDLY BEAT THE BOY IN THE YARD OF HIS MOTHER’S HOUSE IN ALBANY. HE’S CHARGED WITH KIDNAPPING, ASSAULT AND CRIMINAL RESTRAINT.

THE GRAND JURY HAS CHARGED THE CHILD’S MOTHER – IDENTIFIED AS 32-YEAR-OLD HEATHER DOWNS, NOW OF BARTLETT – WITH ONE FELONY COUNT OF WITNESS TAMPERING – AND THREE MISDEMEANOR COUNTS OF ENDANGERING THE WELFARE OF A CHILD.

35-YEAR-OLD JOHN WEEMAN OF NORTH CONWAY HAS BEEN INDICTED ON 9 FELONY CHARGES AFTER HE ALLEGEDLY RAPED A 21-YEAR-OLD WOMAN IN NORTH CONWAY IN FEBRUARY. THE WOMAN TOLD POLICE SHE FOUND WEEMAN HIDING IN THE BEDROOM OF HER CROSS STREET APARTMENT AND HE PREVENTED HER FROM LEAVING, WHILE ALLEGEDLY SEXUALLY ASSAULTING HER AND THREATENING HER LIFE.

WEEMAN WAS PROHIBITED FROM HAVING CONTACT WITH THE ALLEGED VICTIM BECAUSE OF A PREVIOUSLY ISSUED DOMESTIC VIOLENCE RESTRAINING ORDER AND HE WAS ALREADY ON PROBATION AT THE TIME OF HIS ARREST FOR ALLEGED STALKING AND CRIMINAL MISCHIEF CHARGES RELATED TO INCIDENTS IN 2010.

43-YEAR-OLD PATRICK PHAIR OF BARTLETT HAS BEEN INDICTED ON FOUR FELONY CHARGES FOR ALLEGEDLY ATTEMPTING TO – OR SEXUALLY ASSAULTING – A MINOR CHILD IN BARTLETT AND CONWAY – AND WITNESS TAMPERING, INCIDENTS THAT DATE BACK TO 2008.
