MASS. MAN ARRESTED AFTER STANDOFF IN MADISON

POLICE SAY A 25-YEAR-OLD MASSACHUSETTS MAN WAS BEING HELD AT THE CARROLL COUNTY JAIL AFTER BEING ARRESTED BY A NEW HAMPSHIRE STATE POLICE SWAT TEAM IN MADISON EARLY WEDNESDAY MORNING.

IN A JOINT PRESS RELEASE FROM NEW HAMPSHIRE STATE POLICE TROOP E IN TAMWORTH AND MADISON POLICE, POLICE SAY PHILLIP MUGFORD OF REVERE WAS ARRESTED AFTER A 12-HOUR STANDOFF AT 13 BURGDORF DR., WHERE MUGFORD ALLEGEDLY BARRICADED HIMSELF AT THE HOME OF A FRIEND SHORTLY AFTER MIDNIGHT TUESDAY.

POLICE RESPONDED TO THE RESIDENCE FOR AN ALLEGED ASSAULT AND TOOK AN UNIDENTIFIED WOMAN INTO CUSTODY FOR ACUTE ALCOHOL INTOXICATION. AN INVESTIGATION REVEALED THE WOMAN HAD ALLEGEDLY BEEN ASSAULTED BY MUGFORD, BUT SHE WAS UNCOOPERATIVE. SHE WAS TAKEN TO THE CARROLL COUNTY JAIL AND RELEASED WEDNESDAY MORNING.

AFTER DETERMINING MUGFORD WAS AT THE HOUSE, STATE POLICE FROM TROOPS E AND G – AND POLICE FROM MADISON AND FREEDOM – SURROUNDED THE HOUSE TUESDAY AFTERNOON AND TALKED TO MUGFORD, BUT HE REFUSED TO COME OUT.

THE SWAT TEAM THEN RESPONDED AND MUGFORD EVENTUALLY SURRENDERED AROUND 4 A.M. WEDNESDAY.

MUGFORD APPEARED IN CONWAY DISTRICT COURT WEDNESDAY ON CHARGES OF ASSAULT, CRIMINAL THREATENING AND RESISTING ARREST. A JUDGE SET HIS BAIL AT $50,000 CASH.
